Nuevas Vegas use to be a very organized place. Even when parahumans began randomly appearing, Caesar Serpent found a way to maintain order. Parahumans that were willing to use their powers in the service of Caesar’s legal and illegal enterprises were organized into both his public and underground businesses. Those that wouldn’t cooperate were framed for crimes and hunted by the Jack of Spades or the authorities. However, Spade’s operations in Neuvas Vegas are beginning to make citizens feel safe and protected which cuts into Caesar’s legal and illegal businesses. Plans are being set into motion to stop the Jack of Spades from interfering with Caesar Serpents visions of running an orderly city.
